Arbiter is a Void Legendary Support champion from the High Elves and one of the most important progression and Arena reward champions in Raid. Her kit combines a 30% Arena Speed aura, all-ally Turn Meter fill, Increase ATK, conditional healing, full-team revive, an Extra Turn after a successful revive, AoE enemy buff-duration reduction, and Weaken on her A1. Build her primarily for maximum Speed, then add Accuracy, HP%, DEF%, and Resistance depending on whether she is used as an Arena opener, PvE support, or Faction Wars carry.

• Gaze of Justice — Attacks 1 enemy 2 times. Each hit has a 30% chance of placing a 25% Weaken debuff for 2 turns.
• Enforced Humility · CD 4 — Attacks all enemies. Has a 75% chance of decreasing the duration of all enemy buffs by 1 turn.
• Mentor of Heroes · CD 4→3 — Fills the Turn Meters of all allies by 30% and places a 50% Increase ATK buff on all allies for 2 turns. Heals all allies by 25% of their MAX HP if they have less than 50% HP.
• Destiny's Call · CD 7→5 — Revives all dead allies to 35% HP, then fills the Turn Meters of all allies by 20%. Grants an Extra Turn to this Champion if an ally was successfully revived.
