Every debuff placement in RAID has a hard-coded 3% chance to be resisted regardless of how much Accuracy the attacker has. Even with 1000 ACC vs 0 RES, 3 out of 100 debuffs will be resisted. This floor cannot be bypassed by any mechanic in the game — it is the absolute minimum resist chance.
