Phemo the Shepherd is a DEF-based control tank who turns successful Stuns into escalating durability while protecting the team with Increase DEF, a large DEF-scaling Shield, and source-specific Stun immunity. His defining sequence is Smash and Stomp: the initial target can be locked down for two turns and fully drained of Turn Meter, but the wide follow-up attack only happens when that first Stun is actually placed.
