Frostbringer earns a 2.7/5.0 rating because her utility is highly lopsided. Her strength comes almost entirely from a single skill, Snow Flight, which provides two of the most important offensive buffs in the game. This utility is what keeps her in the B-Tier for early Arena and Dungeons. However, her overall score is dragged down by a confusing and unreliable debuffing kit; the requirement to land a low-percentage Heal Reduction before being allowed to place a Decrease DEF is simply too restrictive for high-level play.
